When something keeps falling through, the question is usually framed as who is failing. That is almost always the wrong question. The better question is which part of this body is carrying work it was never designed to carry. Most of the time the person is not the problem. The placement is.
Administration handled the right way leads to discipleship and creates room for leadership development. Fixing structure is not a detour from the spiritual work. It is how the spiritual work gets carried.
